HORSE SLAUGHTER IS BIG BUSINESS
Every year tens of thousands wild and domestic horses are hauled across our borders to Canada and Mexico for slaughter to satisfy the demand for horse meat in foreign countries for human consumption. Once a horse is tagged for slaughter, they become a commodity and their only value is "cents per pound". If they are rejected for slaughter, they then become a liability and are treated as such... often left to die, no food, no water, or any form of humane euthanasia.

During a public meeting, when complaining to the Presidio City Council about the increase in fees to dump dead horses at the city landfill, a export pen owner stated... "killer horses are the junk that nobody wants".

To amend the Agriculture Improvement Act of 2018 to prohibit the slaughter of equines for human consumption.

Save America's Forgotten Equines Act of 2025 or the SAFE Act of 2025
"This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.)
Specifically, this bill prohibits a person from knowingly (1) slaughtering an equine for human consumption; or (2) shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption.
The bill subjects a violator to a fine."
